Breaking the Wall between Excellence and Capacity Building. Should Europe Favour One or Go for Both?
Jerzy Langer is a physics professor at the Institute of Physics, Polish Academy of Sciences. His activity in research policy making of Poland includes his role as key advisor to the President of Polish Academy of Sciences, as a Deputy Minister of Science, as an advisor of the Mayor of Wrocław on the academic and pro-innovative transformation of this 3rd largest academic city of Poland. In the European Commission he served major science advisory bodies. Since the creation of the ERC he heads the AdG panel in condensed matter and co-authored several key European policy documents related to the ERA, ERC, FET, the regional innovation policy and co-assessed the 6th Framework Program.
